R. Scott Urban

International Franchise Solutions Regional Developer

Scott is a motivated entrepreneur who saw immediate opportunities to fulfill the demand for growth through innovative franchise concepts.  In October 2005, R. Scott Urban founded Urban Enterprises, Inc. to develop premiere and master franchise brands in the Midwestern markets.

As Regional Developer for the Massage Envy branded therapeutic clinics and SPAs, Scott is responsible for maintaining and promoting the integrity of Massage Envy, investigating the qualifications of prospective franchise owners and developing progressive training programs for the franchise owners and the employee teams.  Scott's development area has grown to 16 Massage Envy therapeutic clinics and SPAs and seen a 174% annual growth with over $16 million in annual sales.

As Regional Developer for International Franchise Solutions (IFS), Scott works with business owners looking to start franchising, expand through licensing or existing franchises that are considering expansion into new markets.

As Regional Developer for Patrol Services International (PSI), Scott is responsible for designing and developing the PSI brand for the Central Ohio markets, investigating the qualifications of prospective franchise owners and developing ongoing auditing and training programs for the franchise owners.

Prior to establishing Urban Enterprises, Inc, Scott had over 13 years of experience in information technology management at the enterprise level for the national health insurance corporation as well as five years as a deputy chief for a non-profit dive rescue and recovery team.

Carrie Z. Downey

Carrie offers professional support, develops comprehensive training programs and provides consultation services to the various brands and companies that Urban Enterprises represents, including Massage Envy, International Franchise Solutions (IFS), Patrol Services International (PSI), Urban Regional Development, Urban Employer Organization and Urban Franchising.

Previously, Carrie has worked in management positions where she was involved in sales, leasing, training and development of products and people.

Carrie earned a Bachelor of Arts degree in Speech and Communication Studies from Clemson University and attended a three month business course at the Fischer College of Business at The Ohio State University. She is very active in raising awareness and support for the American Cancer Society through their Relay for Life event and for The National Brain Tumor Society through their Race for Hope in Washington, DC.

Mark Colburn

Mark provides decisive marketing plans, growth development and professional knowledge to the various brands and companies that Urban Enterprises represents, including Massage Envy, International Franchise Solutions (IFS), Patrol Services International (PSI), Urban Regional Development, Urban Employer Organization and Urban Franchising.

Prior to joining Urban Enterprises, Mark held top ranking positions in Law Enforcement and management where his responsibilities included personnel management, business development, governmental and city interaction and professional training. Mark earned his law enforcement appointment through the Ohio Police Officers Training Academy and continued his education and training at St. Petersburg College. He is a successful business owner, professional drag racing competitor and remains extremely active in the public safety services field.

Patrick Sheehan

Patrick comes to Patrol Services International (PSI) with over 15 years of formal law enforcement expertise. Patrick's law enforcement career in both Ohio and Kansas has developed him into an accomplished police officer, investigator/detective and supervisor. Patrick has worked in management level law enforcement throughout his career in both patrol and investigative roles.

Patrick has obtained numerous police supervision certifications, law enforcement instructor certifications and has several advanced level law enforcement training certifications. Patrick holds dual law enforcement certifications in the states of Ohio and Kansas. Patrick currently holds a law enforcement commission here in the State of Ohio.

Patrick earned an Associate of Applied Science degree in Law Enforcement Technology from Columbus State Community College, a Bachelor of Arts degree in Criminal Justice from Ohio Dominican College and a Master of Arts degree in Criminal Justice Administration from Rochville University. His philosophy in leading Patrol Services International (PSI) is "Community Commitment to Safety and Service Excellence".
